At the end of 2021,the State Council issued the “14th Five-Year Plan to Promote Agricultural and Rural Modernization Plan”,which clearly stated that it is necessary to“improve the supply security level of important agricultural products,agricultural quality,efficiency and competitiveness,the modernization level of industrial and supply chain during the “14th Five-Year Plan” period.Besides,it is necessary to consolidate and expand the achievements of poverty alleviation,as well as connecting and promoting rural revitalization effectively.”In order to complete the major strategic task of promoting rural revitalization in the new era,Xi Jinping proposed to continue to run the supply and marketing cooperatives well,which can become a bridge between the party and the government to closely contact with farmers,so as to contribute to the promotion of rural revitalization.With this,a new dimension in the supply and marketing cooperation can be opened up.The Party Central Committee with Comrade Xi Jinping proposed that supply and marketing cooperatives should actively develop the “three-in-one” comprehensive cooperation model of production cooperation,supply and marketing cooperation,and credit cooperation,so that supply and marketing cooperatives can become a comprehensive platform for farmers’ life.This is not only the inheritance and development of the Marxist Cooperatives theory,but also the innovation theory of socialist supply and marketing cooperatives with Chinese characteristics in the new era.However,in recent years,due to the lack of progress in deepening the comprehensive reform of supply and marketing cooperatives,the unsettled system and mechanism,the weak management foundation,and the weak comprehensive service capability,they have not played their proper role in promoting the modernization of agriculture and rural areas.Therefore,it is necessary to strengthen the research on the comprehensive reform of supply and marketing cooperatives,so as to explore a development path of supply and marketing cooperatives that is suitable for national conditions and make initial contributions to the modernization of agriculture and rural areas.Based on these above,this paper takes the grassroots supply and marketing cooperatives that directly serve agriculture in the system as the research object,guided by the Marxist cooperative theory,meanwhile,follows the research idea of “theoretical basis—historical review—theoretical analysis—empirical research—countermeasures and suggestions”,focusing on the comprehensive reform of grassroots supply and marketing cooperatives.The introduction part not only introduces the research background,research significance,research ideas,research content,research methods,innovations,shortcomings,but also present the research status of domestic and foreign scholars on cooperatives.In the secondly place,this paper defines the relevant concepts of grass-roots supply and marketing cooperatives,sorts out the relevant theories of the reform and development of grass-roots supply and marketing cooperatives,which lays the theoretical foundation.Then,on the basis of investigating the history and current situation of the reform and development of grass-roots supply and marketing cooperatives,it discusses the deepening logic of the comprehensive reform of grass-roots supply and marketing cooperatives.What’s more,it evaluates the effect of deepening comprehensive reform of grass-roots supply and marketing cooperatives,and analyzes its problems and reasons in the new era.Afterwards,it studies the development practice of agricultural cooperatives in Japan,the United States,and France.Meanwhile,it summarizes its experience and enlightenment for deepening comprehensive reform of grassroots cooperatives in the country.Last but not least,it explores the basic principles and ideas of deepening comprehensive reform of grass-roots supply and marketing cooperatives,and puts forward specific measures from four aspects:strengthening the construction of the organizational system,establishing and improving the benefit mechanism,improving the system supply capacity,and promoting the construction of laws and regulations.To sum up,the main points of this paper are as follows: The paper proposes that under the leadership of the Party,the grassroots supply and marketing cooperatives have roughly experienced the forerunner and birth during the period of the New Democratic Revolution(1921-1949),the tortuous development of the socialist revolution and construction period(1949-1978),the reform and innovation in the period of reform and opening up and socialist modernization(1978-2012),and deepening comprehensive reform in the new era of socialism with Chinese characteristics(2012 to present).On the basis of defining the relevant concepts of grass-roots supply and marketing cooperatives,as well as sorting out the reform and development path of supply and marketing cooperatives in academia,it is proposed that speeding up the reform of grass-roots supply and marketing cooperatives in the new era should take a “three-in-one” comprehensive cooperation model with comprehensiveness as the main and professional supplement.After evaluating the performance of the grass-roots supply and marketing cooperatives in deepening the comprehensive reform by using the method of empirical analysis,it is pointed out that there are still problems such as weak management foundation,weak comprehensive service ability and imperfect institutional arrangements.It is caused by the lack of operational and management talents for cooperatives,the unsound benefit mechanism,the weak system supply capacity,and the lack of laws and regulations.The paper proposes that comprehensively deepening the comprehensive reform of grassroots supply and marketing cooperatives in the new era must adhere to the fundamental purpose of serving agriculture,the basic attributes of cooperative economy,the reform direction of market economy,and the basic principles of adapting measures to local conditions and gradual progress.Taking the socialist market economy,the integration of urban and rural development,the agricultural modernization with Chinese characteristics as the starting point,by improving the organizational system,establishing the benefit mechanism,improving the system supply capacity,and promoting the construction of laws and regulations,the key tasks of strengthening the organization construction,improving the system,optimizing the functions,and developing the “three-in-one” comprehensive cooperative model are completed.
