In recent years, along with the accelerating of urbanization process and rapid development of economy, urban management problems are constantly emerging, which have brought great inconvenience to the production and life of urban residents. The traditional methods for urban management cannot satisfy the demand of modern urban management. To this end, lots of national governments are actively looking for solutions; the regional secretary of Dongcheng District of Beijing Comrade Chen Ping put forward a new model-Gridding Urban Management Model (GUMM). Many practices have proved that the GUMM realized the changes of city management from extensive to intensive, precise type and real-time; in a comprehensive manner to enhance the level of city government management, realizing the efficient, full-time and comprehensive monitoring and management of city municipalities, utilities, landscaping, sanitation and other urban infrastructure, as well as the barbecue, begging and so on. The GUMM also can prevent and assist in handling emergencies. To improve the management level of Handan City, based on the GUMM, the paper research and design and develop the Handan City gridding management information system.Firstly, the paper analyzes the problems existing in the current traditional urban management, that the GUMM has been a very good practice in many cities. The establishment of such urban management system in Handan city is also imperative. The paper studies theory and technological base of the urban gridding management. Then, the system needs analysis and overall design were proceed, the system is divided into seven functional modules, they are based resource management subsystem, data collection subsystem, large-screen monitor command subsystem, cooperative work subsystem, supervising & acceptance subsystem, integrated assessment subsystem and application maintenance subsystem. This paper designed the overall architecture and work flow of system. The system uses SuperMap IS .NET as WebGIS platform,based on the presentation layer, logic layer and data layer three-tier architecture, realizing the map view, map editing, data query, monitoring and archiving of case management and other functions.
