Tidal flat is not only a valuable regenerate resource, but also an importantly reserved land resource. With the arrival of the marine economy, the tidal flat reclamation business in china has rapidly developed, making important contributions for solving the conflict between people and land and promoting economic growth. However, the problems of reclamation too last, too large and reclamation elevation too low are also increasingly apparent. The reclamation projects completed in a short time need a higher requirement to the decision-making capability construction technology, design and management. The projects also will cause damage to tidal flat. In order to seek a balance between tidal flat reclamation and tidal flat protection to achieve the sustainable development of marine economy, it is necessary to study on post evaluation of tidal flat reclamation project and regeneration of tidal flat.In view of the post evaluation of tidal flat reclamation has not been carried out in China, this paper makes a preliminary study on the post evaluation system of reclamation project for the first time. Based on a large of related studies about other projects and combining the characteristics of reclamation project in China, this paper proposes the basic principles, contents, methods, indicators and procedure in post evaluation of reclamation project from the perspective of the whole process of reclamation project. The basic principles are scientific, objective and fair; the contents include process evaluation, economy evaluation, influence evaluation, target evaluation and sustainability evaluation; the main methods are antithesis, numerical simulation, LFA and AHP; the indicator system includes process evaluation indicators, economy evaluation indicators and influence evaluation indicators; the procedure includes five stages generally. According to the principles, contents, methods and indicators above, this paper takes a reclamation project in Zhoushan as an example to evaluate, giving references for future post evaluation of reclamation project.This paper uses the numerical simulation method and field data analysis method to study the regeneration of tidal flat. Analysis and forecast the evolvement and regeneration of a tidal flat in Zhoushan through establishing the connection between water hydrodynamic changes and tidal flat topography changes. The result shows that: Because of the reduction of water hydrodynamic condition and flow velocity, the tidal flat has shown a trend of accretion after reclamation; Although the tidal flat has accreted and it is conducive to the restoration of tidal flat ecosystem, but under the limitation of the current and topography, the tidal flat regenerate relatively slow and still need a long time to recover to the level before reclamation.
