As a kind of disastrous weather phenomenon, Lightning is accompanied by severe convective weather processes. It usually has great damage effects in an instant, such as building damage by lightning strike, warehousing, refinery and oilfield burning even exploding, arousing forest fire, ruining the power supply system and communication equipment to lead to power supply paralyzed and computer information system and communication system interrupting, causing harm to personal property and the personal safety, threatening the safety of aviation and aerospace carrier and so on because of powerful electric current of lightning, violent shock waves and intense electromagnetic radiation. Lightning calamity is suggested as one of most serious disaster in ten kinds of nature calamities by the department of the U.N, and it is named as a public hazard in electron era by China Electrician Council.This paper focused on the research on the lightning distribution regularity in Shaanxi Province. Based on the current weather prediction study methods, this paper analyzes and discusses the mechanism and process of lightning using numerical prediction knowledge,and studies the prediction and early warning of lightning.The main contents of the paper are as following:1. Based on the GIS technology of space statistic trend surface analysis models and the data of lightning in Shaanxi Province from 1971 to 2000, the spatial and temporal distribution law of lightning in Shaanxi Province is obtained.2.The ADTD lightning position indicator system of Shaanxi Province is applied to study the charging mechanism in thunderstorm, the electric structure of thunderstorm, the correlation between characteristic of lightning,microphysical structure of thunderstorm and dynamic, precipitation, combining with other meteorological observation data and numerical prediction model methods to construct lightning probability prediction model to forecast the probability of lightning occurrence, by using prediction model which based on GIS. Furthermore, the predicted area warning method of lightning is studied, by using the weather condition that is suitable to produce the lightning and extracted from the image of radar and satellite by using the ISVR data fusion method.3. Thunder and lightning monitoring, predicted area warning system are established, which consisted of four modules including thunder and lightning monitoring, potential prediction, predicted area warning signals issuing, protection knowledge introduction. The application of the system has very important practical significance in lightning protection, disaster reduction, the development of economy and society and the protection of the lives and property of Shaanxi Province.
