As the gradual business expansion of enterprises and the needs of internal management, enterprise informatization has been gradually placed in a very important position. With the developing of enterprise informatization to the advanced stage, the enterprise IT planning is indispensable.In recent years IT planning gradually attracted the attention of enterprises, but very few of them works well.Since 2003, as the pioneer of information technology, the Department of Management Information System of China Mobile has drown several three-year rolling planning blueprint.From the last two years many Provincial companies of China Mobile have also started IT planning and achieved some results.But a key problem in IT planning is how to ensure the rigorous of the course,especially in planning decision making items, and scientific methods are needed.According to the arrangement of Headquarters, A provincial China Mobile company launched IT planning.The paper gives the overall implementation steps of enterprise IT planning of their company and proposes several quantitative Solutions which focus at decision-making problems in IT planning for different stages, and the solutions works.In this paper, the following items has been finished,1,A brief introduction of the provincial telecommunications company's overall enterprise IT planning steps.2,In the stage of application evolution planning in IT planning, there is a problem how to determine the evolution sequence of application. The idea that decomposing the problem into application attribute weights and application sequence is proposed in this paper. AHP based on group decision making is used to built evaluation system to calculate application attribute weights. Improved ELECTRE III is used to identify the sequence of application evolution. Ultimately the paper gives the evolution of the enterprise applications route proposals for the provincial telecommunications company.3,In the stage of IT Infrastructure evolution planning in IT planning, host virtualization is needed due to the low host resource utilization.In order to explain how to determine the mapping program of current host integrating to new virtualization host, the paper proposes to convert it to vector packing problem and solve it with genetic algorithm, and realizes the algorithm through MATLAB. Finally recommended host virtualization mapping suggestion is given to fit the local situation.While the current subject of enterprise IT planning focuses on research methodology and principles, this thesis explores scientific IT planning decision-making methods to avoid subjective and arbitrary. The thesis is creative in the cross-cutting area of IT, Management and Mathematics.
