Cadastral Management Information System is an important part of the land information system, which is also the application of geographic information technology in Cadastral Management. It is an efficient and fast way to access and management information. It can be improved the efficiency and level of cadastral management through the introduction of GIS, object-oriented databases and other modern information technology.Based on the search of a lot of literature, this article researched the technology relative to the Cadastral Management Information System. According to the feature of most county land management department, this article conducted a needs analysis for the cadastral management, and based on ArcGIS Engine, ArcGIS Server and database technology, we discussed construction method of cadastral information system, Conducted a feasibility analysis of system development, researched queries of cadastral management information, committed to addressing some key technical problems and give some solutions.The main research work and achievements in this article are as follows:First, we described the characteristics and land management requirements, the management of cadastral information system and its related concepts. We successfully developed a Habahe County Cadastral management system, has realized the functions of edit the cadastral elements. With the right people information, parcel information search, parcel history information, parcel buffer analysis and other query and analysis methods, it provided a convenient for professional cadastral information inquiries in daily. The system we have developed is a successful exploration for the GIS technology in cadastre management. Secondly, this paper attempts to use C#.NET as the development environment, ArcGIS Engine9.3 as the front-end development tools, and ArcGIS Server9.3 as the web publishing tools, as the same time use ArcGIS SDE9.3 as a database engine to support SOL Server2000 which is the backend data server. The development is successful, and it demonstrated the feasibility and reliability of this method.At the end, we used the network technology, and published the cadastral management information system to the network. We used the C / S (Client / Server) structure and the B / S (Browser / Server) structure for different user groups.
