According to flood defense characteristic in Heilongjiang province, the importance of Flood-Control Information Service Subsystem, which is an integral part of Flood-Control Commanding System, is demonstrated in this paper. Along with vigorously developing engineering measures, we should enhance flood-control non-engineering measures, including flood-control information-service subsystem. As a hot research topic, the study on its design and realization is of great theoretical and practical significance.Based on the study of flood defense situation in Heilongjiang province, the mainframe of this paper is listed as follows:(1) System requirement analysisAbstracting and inducing user's requirement is the prerequisite for developing decision support system (DSS). Based on the systematic study of requirements of flood-control daily management, scheme establishment and decision-making, and according to the characteristic and tradition of flood control, requirement analysis of information-service subsystem is proposed. Meanwhile, the user's requirement, such as practicability, reliability, openness etc, is also analyzed.(2) System design for function, structure and data flowRequirement analysis, system function design is carried out. This paper lists six functions of information-service subsystem: information query, comparative query in spatial and temporal scale, display and output of graphs, information release, convenient navigation and safeguard for network and information, proposes the design of function modules, and designs system data flow.(3) System technical design and implementationDue to the complex flow control among main-page and function modules, menu-driven mode is adopted to achieve system flow control and dispatch. Universal tree menu, which suits the whole Flood-Control Commanding Decision Support System and acts as a convenient navigation tool with a feature of fine flexibility and universality, is designed. According to WebGIS-based systems, corresponding functions are added. Besides, many components are designed to provide users with more visual and convenient query service and to satisfy users requirements on information query.(4) System integration design and developmentThe integration of Flood-Control Commanding Information-Service Subsystem composed of five parts: function integration, technical integration, software integration, user interface integration and hardware integration. First, combining with integration theory and flood-control practice in Heilongjiang, these five parts is overviewed. Second, system integration design is systematically discussed from the viewpoint of system main-page design and component integration. At last, a summary on system quality management and text management is provided.
