The application fields of Geographic Information System (abbr. GIS) have been persistently developed, and now GIS has become powerful tool for planning, administration, exploiting and researching in estuarial and coastal zones. The traditional GIS focuses on data management and graphic expression, but scientific observation and researching requires more in data processing and analyst. This paper discusses the researching and developing of practical and scientific oriented marine GIS, and takes Yellow River Delta as application object. At the beginning this paper analyzes the environmental characteristics of estuarial and coastal zones, then based on in person practice the author advances the idea of developing Yellow River Delta Marine Geographic Information System (abbr. YRDGIS). This paper introduces the states of Yellow River Delta in brief, and summarizes the previous works of other researchers using GIS as tools, then the significance, the goal and the system key framework of the YRDGIS are determined. According to different researching contents, corresponding technologies are applied. Proper schemes are developed for 5 key modules such as using VC++ to manage database, special mathemetical models, integration of VC++ and MO, scientific visualization analyst and programming combined with advanced computer languages.Soon after the foundation, the YRDGIS was applies to scientific observation and researching. Planning observation stations and routines utilizes the functions of image registration and multi-source data fusion, mapping and graph output; the module for single-beam acoustic bathymeter data processing can be used to obtain depth data from raw bathymeter data integrately and automatically; EOF analyst method is developed to prediction model and here it is used to restore and predict the underwater terrain. Brief introductions are given to other modules for differentpurposes such as for processing and data fitting of CTD data, for processing and dynamic visualization analyst of ADCP data, for coordination transforming of geographic data under widely used coordinate systems. At the end this paper summarizes the characteristics and shortcomings of present system, points out the further developing orientation and figures out that this system has a glorious prospect.
