With the development of information and separation between the production department and the application department, the data sharing has been one of the important purposes of the construction of information fundamental facilities. Metadata is one of the technological means to solve spatial data sharing , and spatial metadata management system is the key that ensure metadata available to data sharing.In order to consummate metadata standards gradually, several influential international organization defined metadata standards affiliated description of data-sharing content item, which make metadata application condition more mature. Meanwhile, distributed-data management model based on metadata is being researched, and network-data management model based on spatial metadata has been raised, which resolved management problem of metadata-base to some extent by this management model.Although corresponding relation exists between metadata and dataset, there is no direct relation in management between them, in other word, they are independent they are independent of each other in management. The model explains position of dataset only through position information or description information, which results in discordance between metadata and dataset directly and debase application efficiency of metadata. So, it is the key problem demanded resolve that how to realize integrated management of metadata and dataset, retain synchronism of metadata and dataset, implement coherent functional operation of metadata and dataset such as creation, query, acquisition and so on, which is relate with spatial metadata practicality and data sharing, utilization.Based on inherent relationship of metadata and dataset, a integrated management of metadata and dataset is raised in the paper. The model consists of integrated management level, service level, application level and, realize metadata and dataset synchronous management by intercourse among service flow, data flow and metadata flow.Integrated management level exchanges service flow with service level. Service level manages the disturbing metadata servers and dataset servers, and it exchanges metadata information flow and dataset information flow with application level. Application level consists of customer machines.
