Facing the complication and the diverse development modern fire, need to utilize the modernized means to carry on fire control to provide disaster relief, make the rapid reaction. This paper studies some key techniques in 119 fire alarm control fast reaction system.This paper has realized the method that quickly searched and displayed the alarm call's location in the electronic .map. After receives the alarm call the system help to meet the police office fast to determine the alarm place, speeds up to the treatment to fire alarm.The topological structure of network is the base of network analyses. It describes the connective relation of points and lines and surfaces in network (Topological relation). Whether the topological structure of network right or not relate to the actual application directly to shortest path analysis. This paper studies the requirement of electronic map to road information need, then puts forward a automatic realization of the topological checking, road cutting off and the abstraction and construction of the topological structure of network for electronic map.This paper, according to the actual conditions of the road traffic on the basis of others algorithms, has realized a shortest path algorithm with road change direction limit, causes the algorithm to have the practical value.Basing on the theoretical research, in view of fire control need of command and management, a GIS application system "The Fire Alarm Control Fast Reaction System Based On GIS" is realized. This system has many functions such as electronic map controlling, space data and attributes data inquiring and revising, telephone address fast localization, decision support and shortest path algorithm, and met the demand commanded in modern fire control better.
