As it is known, there have been two major difficult problems in the research on sea surface changes. One is the research on absolute sea surface change, the other is the research on sea surface topography change. The two major difficult problems are the important goal and developing direction. There are two character on sea surface change adapting on traditional method. First, the routine thinking of sea surface changes research was based on the conception of "average sea level", its main research direction was based on average conception of sea surface changes. Obviously, actual sea surface is not level, and its changeable course is sometimes lower or higher, quicker or slower. The traditional re(?)earch on sea surface change is absent of technology of alalyse on global and regional sea surface time and spatial change.Secondly, the direct research object of traditional method is to build up rise and fall changes that are the sea related to land, which is named relative sea surface changes. And, how to separate and abstract the changes of sea surface and land surface distance related to the earth's core involved in sea-land relative changes has been a difficult problem that many researchers have been devoted to. Before satelliate altimetery technology comes forth, There are not breakthrough result.Developed in 1970s, the satellite altimetry is a new spatial measuring technology carried by satellite, using spatial, electronic and microwave technology to measure the global sea surface height. As it can provide observation results repeatedly and accurately in all weathely in the global extent, it creates a new field for the research on sea surface changes. Especially the high-accuracy sea surface taking T/P satellite as sign has examined the accumulation of the high data since the 1990s, have studied the break-through of two major difficult problems and created a good beginning for the sea change. Examine from satellite altimeter data abstract sea topographical data , can carry on the discussion to the whole world and topographical change of sea of area. Examine from satellite altimetery data inshore absolute sea of area change data and with testing, may is it tide gauge station where one stays coast absolute land change information to obtain.This paper uses T/P satellite altimeter data, based on sea-land system model, combined with mathematical statistics and mathematics model, using the technology of GIS, it has studied the character of the global sea surface changes, average coastal level of China and space character of speed changes respectively.This paper analyses time-space distribution character of yellow sea surface topography of East China Sea as a specified instance. Satelliate altimetery data compared with the data of Wusong tide gauge data , LianyunGang tide gauge data ,as well as five tide gauge data in middle north of Jiangsu, It verifies that it is feasible to separate sea surface and land surface absolute changes using T/P satellite altimerer data compared with tide gauge data at the same time. Moreover, it discusses absolute land change in the middle of Jiangsu in recent 10 years.
