With the rapid development of information technology, electronic map enters the fields of government decision-making, industry production and public life gradually. It has become a new map form and an important information production for the public . The regional electronic map project is the result of both the technology change of tradition mapping production and the increasing demand of spatial information service. It is an effective way for the popularization and application of the basic mapping data.There exist different understanding for information between developers and users and expected advancement for standardization, integrality, reusing and expansibility in regional electronic map project. The paper makes use of the idea and means of system engineering, analyzes regional electronic map project, introduces design pattern to realize the effective accumulation and successful reusing of practical experience in project and effective communication between developers and users in concept hierarchy.
