The development of IT has put a deep impact on the design of GIS. Especially Internet technologies have given GIS industry a great impetus. Every walk of life begin thinking much of GIS and now making a good use of it, and there is an appeal for the open and standard GIS environment. Not only the GISs need interoperation, but also the other systems need to interoperate with GIS.Regarding to the actuality of our GIS industry, there are many "information islands" which are opposite to the appeal of open and cooperation. To get over the contradiction, the effective way is to resolve GIS interoperation problem. As for now, many countries have built SDI and gained experience. In this article, referring to success experience of other countries and applying some advanced techniques, put forward a new way of service-oriented architectured portal of spatial information, which is derived from nowadays WebGIS technology.Under the thoughtway of SOA, every software is service and GIS can be built on many types of service too. By introducing service into the design of GIS, we can overcome many interoperation problems. GIS services can be classified into geodata services and geoprocessing services. Most existing GIS service systems focus more on providing geodata services than geoprocessing services, and offer very limited geoprocessing functions. It has been realized that, in GIS services, distributed geoprocessing is very critical to help users in geodata manipulation, such as format and reference system conversions, editing, and analysis. In this research, a new GIS service model is developed to support georesource sharing. It is expected that this model will contribute to the development of making GIS functions accessible to network users on a per request basis.The new method of service-oriented is designed to allow geoprocessing services to be distributed anywhere in the Internet and be accessible at client sites whenever they are requested. Some new concepts such as service registration and service meta-information are introduced. The main underlying thought is "Publish-Find-Bind" mechanism, which is a new way to integrate many types of services. To make good use of different kinds of underlying services, it is a good way to use Portal which is a new java technique and adapts to be the Ul layer of web systems.
