Since human being's activity, the flow data gotten from measuring cross section will not present the river's natural condition. When these data are used for water resource assessment and water works design, they have to be regenerated.At first, this paper introduces some methods of restoring computation of runoff, data series rationality examination, and coherence analysis. Then, it gives a new flow interpolation method, based on traditional subentry regeneration and water budget balance and watershed hydrologic feature, to fit for the streams in Zhejiang Province. This method simplifies the process of irrigation area, and gets over the shortcoming of agriculture irrigation data regeneration. In final, the Xin'an river precipitation-runoff model was used to simulate the stream flow according to different underlying surface.After the simulation of hydrologic model and flow interpolation method in Quzhou gauge, the result presents: 1. The flow interpolation method is practical and can be on stream. 2. For ungauged watersheds in a plain, hydrologic model will be a research aspect.
