The Research on assessment system of toughness and remoteness is systematic engineering, which includes various disciplines such as geography, economics, physics, and public management. Based on GIS, the paper focuses on data sources, arithmetic of the indexes especially those natural characteristics and quantitative method, and besides, GIS is developed with the function of modeling computation.There are four important models in the study. These are models of traffic accessibility, location, hydrography, and bumpiness of land surface.The model of traffic accessibility is originally quoted from the research of Wang Ying, who only took railway and air traffic condition in major cities into account, and then improved by author, who took express and different classes of road into account and judged the transportation ability by quantity and speed.Location model is based on classical Wilson model. GDP per capita indicates development level of cities and counties and distance indicates decline factor in the model. The assignment of parameter of the interactional factor is emphasized. The figures of location of counties in China for 5 years are used to explain rules of location condition development.Based on ArcHydro model of ESRI, ArcHydro model simulate the distribution of rivers in the country by DEM and stream quantity by precipitation of drainage basin to weigh the ability of water supply.The model of surface bumpiness include slope and elevation aver covariance. The paper discusses the usage of ESRI geographic modeling tools aiming at mass data, and precision and bias in the slope computation.In terms of data processing and computing, the research contained 32 kinds of basic data which various from source, format, scale, coordinate, and projection. Thus, it is necessary to discuss the process of data collection, management and standardization. Establishment of description of metadata for those basic data increase reliability of the implication.As to system design, based on demand analysis, logical analysis and physical structure analysis, the system is easy to use and friendly interface. Geodatabase and AO+ VBA environment are employed to GIS development and design. The system strengthens the function of data management, inquiry, import and output, and recomputing of changeable model, modulize the effect.
