Spatial data is the kernel part of Geographic Information System, so the organization and management of land and resources data is considered to be one of the most important study areas. As the development of informationization in land and resources, the traditional management style can't meet the needs of application. This paper tries to do some researches on dada organization and management based on the status quo of land and resources data of Jilin pronvinsce, hoping the research may have some value on practice and application.Geodatabase and ArcSDE represent the development direction of spatial database. On data organization, this paper studys the improvement of GIS databse with Geodatabase, how to build reasonable data organization style and match to Geodatabase feature and based on the improvement, this paper tries to the reasonable data organization style of land and resources data in Jilin province. On data management, this paper uses Geodatabase and ArcSDE to manage graphic and attribute of spatial data, which can implement seamless integration and incorporable management. ArcSDE joins the distributed spatial and attribute data, so the users can maintain higher storage and data integrity. At the same time, the Geodatabase can provide version management function ,so the different parts of land and resources can display and edit the geophysical data simultaneously .This paper focuses on study of data quality control and checking, analysising the current 6 classes land and resources results and referencing the relative standard and the characteristics and provides a method for spatial data quality checking and control by quality cells and quality elements. The spatial data quality cells and non_spatial data cells are divided into 5 primary level classes and 28 second level classes to control the spatial data quality.During the construction of land and resources data center, this paper provides the physical and logical structure and the management style of data center for practice : the land and resources official system can provide data source for daily land and resources management based on the data sources which are from the land and mineral and political information and the advanced GIS platform and ArcSDE which can manage the spatial and attribute data simultaneously.
