The Research On Organization Of Plan Data Based On Metadata Of Regulatory Plan

Along with rapid development of plan information technology, and metadata technology, as one of the important strut technologies of Digital Earth, is playing an increasingly important role, so it is a significant step to work out how to unify well the two parts to one.Geospatial metadata of urban plan is the background information which describes the content, quality, representation, spatial reference, management and other appropriate characteristics of spatial datasets. It is helpful for users to understand, discovery, locate, mine, evaluate and maintain these plan data. The target of this paper is to have a research on the content and organization of Geospatial metadata of regulatory plan, to design and develop a management system for the whole plan data with the ability to store and search them.Firstly, This paper analyzed the values of regulatory plan in urban plan system, in view of the current shortcoming of plan data plot which inherited from geospatial data plot or other traditional patterns , proposed a viewpoint based on the "planning unit" to organize the planning data. Which is more in line with operational planning needs. Subsequently, the paper detailedly analyzed the relation in data content, tiered organizations, the basic plots of the data modules between the master plan, site planning and regulatory plan, laying the groundwork for the organization of planning data.On the other hand, This Paper analyzed and summarizes the content and standards of metadata, according to features of planning data system, established metadata content system of regulatory plan centering on planning unit, and designed metadata organizational model based regulatory plan to manage master plan and site plan. Finally, the paper proposed a space metadata management framework and initially realized the parts of function of the meta-database management.Finally, Paper gave a conclusion on our work, also proposed the shortcoming and the next to do.
