Spatial data is different from ordinary attribute data . It has the following characteristic: extensity, abstract, multi-scale and multi-state. Whether can realize a GIS application system which is fit for a multi-user, mass data supporting spatial and non-spatial data integration seamlessly , and satisfy the data' s opening and expansion , data manipulative' s subsequence, data maintenance and security management etc, which is to be one of key factors to building database successfully. So the organization of spatial data is main factor which influence database construction. Different organization of spatial data makes different data management efficiency, data sharing, befitting environment.According to the requirement of "digital Shandong" spatial database, this paper mainly is studying on the domestic and international standard of metadata content and spatial data organization model. It points that we can organize and manage all kinds of already existing fundamental geographic data based on "metadata" . This pattern is propitious to constitute perfect data storage mechanism , search data , accelerate system query and search. By spatial data content the paper designs a series of metadata content including fundamental data metadata and management metadata; This paper also gives three aspects of database designing, including concept model, logic model, physics model for province fundamental geographic database. And it makes database into three sorts from data management and integration , including result database, history database, Information service database; It also completes the construction of province spatial database management system based on metadata, and making a detailed design and realization for this system. This paper can support a reference for province and city fundamental geographic database construction.
