Web3D GIS has been a hotspot in the area of GIS research as GIS is on the way for 3D and web service. This paper summarized the present existing Web3D GIS framework both home and abroad, analyzed their advantages and shortcomings, then put forward a 3-layered framework and web model that appoint such jobs to server site as data compression, storage, management which are time-consuming and computing-overwhelming 3D modeling and displaying work; Analyzed the requirement of 3D scene visualization application for data organization, chose and designed organization ways of 3D spatial scene data with 3D spatial data characters under web environment taken into account. Designed a framework of real time and active web3D data invoking, employed multi-thread technology to realize synchronized data transformation, and caching technology was employed to accelerate web response; Analyzed the process of web3D scene visualization, realized displaying of 3D terrain, buildings and related complicated models at user site using Java3D technology, realized such ways as terminal 3D scene, avatar and independent view point control cruising at user site, realized bidirectional querying of spatial and attribute information.
