Constructions of geographic information systems, which need fundamental geo-spatial information as their base, are on their way. Fundamental geo-spatial database integrates the collection, processing, management and maintain of fundamental geo-spatial data. The design of fundamental geo-spatial database is focused on in this dissertation which aims to solve problems existing in current fundamental geo-spatial database construction.According to national geo-feature encoding standards and metadata standards, a set of practical and universal fundamental geo-feature encoding standard schemes and fundamental geo-spatial information metadata standard schemes are brought out, which is the base of the management of multi-source and the applications of fundamental geo-spatial information. After that, the logical and physical structures of fundamental geo-spatial information database are designed according to the standards in order to store data seamlessly. Geodatabase model is used to organize geo-spatial data together with a TGIS data management mechanism to realize the uni-control of both historical and realistic database. Also, a study on data commit, data update and database management is taken especially on the methods of data update. Finally, an application of VC++6.0 and ArcEngine is realized based on the above research.This application has been used in several survey bureaus in Zhejiang Province which could manage massive fundamental geo-spatial information effectively and provide high quality spatial information services.
