There are several general shortcomings in traditional electronic government systems, such as long developmental cycle, poor integration and expansibility, hard to reuse, and etc. As a result, they could not meet the variable demands of their customers, especially hard to integrate with GIS systems, thus splitting the relationship between business information and spatial information. The research on the Office GIS platform combined with workflow and GIS technology is the hotspot and trend in modern electronic government fields.Based on standard workflow reference model, A GIS oriented workflow process model is built with Petri net modeling method. A workflow management system technology is stated, and also the workflow executive server, workflow engine, workflow build tool, and workflow client are implemented. The main research contains three aspects:(1) Workflow process model. Comparing and analyzing existing modeling methods, using Petri net to build GIS oriented workflow process model. A workflow model expression, which comprises of organizational sub-model, information sub-model, control sub-model and geographic metadata sub-model, is stated.(2) GIS oriented workflow management system technology. Based on workflow reference model, A GIS oriented workflow implement model is stated, and some key components like workflow executive server based on adoptive communication environment, graphic process definition tool, geographic database building tool, and workflow client based on virtual archives are implemented.(3) Design and implement of workflow engine. The seven tiers architecture and schedule algorithm of the workflow engine are focused on. The implement techniques of workflow definition, authentic management, business process execution, business process withdrawal, and geographic metadata management are discussed.The related research and application show that GIS oriented workflow management system has the ability to effectively improve the traditional business transaction which focuses on the business. It could meet the demands of the integration of graphics and characters. Therefore, it shortens the cycle of system building, and reduces the complexity of the software development. It supplies us with a good solution for construction of the present electronic government systems.
