Though workflow technology has been made great progress since 1990s, there is scarce research on the integration of workflow technology with geographic information science in China. This study focuses on the application of workflow technology to the development of land-use planning management system.In this dissertation, the limitations of traditional land-use planning management system are analyzed firstly, such as the complexity in using, the obscurity in business process description, the lack of project and organization management and the disadvantage of its re-usage and expansibility. Therefore, according to the advantages of workflow technology, a thought integrating workflow with GIS is put forward. After discussing the theories and technologies concerned with workflow and analyzing component technology and data management technology, especially spatial data management technology, a workflow model of land-use planning management is founded by combining the WfMS workflow reference model with the concrete content of land-use plan management process. Meanwhile, the design of spatio-temporal database of land-use planning management is brought forward emphatically based on the requirement of the information model in workflow model.Based on the studies above, a framework of three-tier distributed land-use planning management system in Client/Server model for Windows platform is designed and a corresponding solution for implementation is provided,which is explained in detail on the development of the models of business process customization, business components and spatial data representation. Finally, a new-style land-use planning management system is realized, which is capable of flexibly customizing and monitoring business process as well as managing and processing spatial data.The practice of the workflow-based land-use planning management system achieves the goal expectedly, which is effective in the area of land-use planning management. It is verified that the integration of workflow technology with GIS will bring more flexibility and expansionary. The results achieved by the study will make some sense to the implementation of other GIS systems involving workflow technology.
