Ionosphere physics is promoted by ionospheric sounding technology and theory research. It has been shown from the ionospheric science development that the ionospheric physics research requires more new sounding techniques and methods. At the same time, the new sounding techniques and methods always promote the development of ionospheric physics research. Obviously, with the development of the Software Defined Radio, it will push forward ionospheric sounding technique and equipment.In this paper, we have investigated the principles and developments of ionospheric HF Doppler probing and Software Defined Radio. Considering the fact that the current ionospheric HF Doppler digitized probing instrument is complex in structure, and poor in flexibility and adaptability. So we design a new HF Doppler receiver combining the idea of Software Defined Radio, and give details on how to use the Software Defined Radio technology such as high speed A/D converter AD6644 and digital down converter GC4016 to design the four channels HF Doppler receiver, which includes the hardware, software and application of digital signal processing. Then we build an experiment system of HF Doppler receiver based on Software Defined Radio, give some test using high stable oscillator to validate its feasibility, and get the character and strongpoint of the new HF Doppler receiver. Furthermore, we observe the Doppler shift of BPM HF time signal by using this new HF Doppler receiver, and obtain the HF Doppler frequency shift varying with time. We also interpret the reasons of ionospheric Doppler shift based on the observed Dopplergram.In general, we give a design and experiment system of HF Doppler receiver based on Software Defined Radio, and illuminate that the new design of HF Doppler receiver is feasible and realizable. It provides foundation to develop and consummate a HF Doppler receiver applied to observation in the future.
