Relativity Research On Protecting Natural Resources Law And Cycling Economy Law

It states the relativity of protecting natural resources and developing cycling economy, the compatibility of protecting natural resources, cycling economy and other relevant laws, and new thoughts, new areas, new spread and new forms of protecting natural resources law.This article researches legal delimitation of the concept of natural resources and environment, connection of natural resources and environment, and relation of natural resources and economy growth; summarizes natural resources protection and legislation condition at home and abroad; points out new breakthrough, new spread, new fusion and new operation of devotion on law around world in order to protect natural resources. It commits itself to protect natural resources within the sovereignty to support sustainable development of economy and society and environment not only in the process of production of exploration and utilization, but also in the economy and society operation. United Nations, Germany, Japan and our country have new exploration and new outcome on protecting natural resources and natural resources protection legislation. Meanwhile, there are some distinct problems on natural resources protection legislation in our country. The research approves we need learn the strengths of international law and international covenant including highlighting integrity and interdependence of global natural resources; emphasize on development of resources protection and management; pay more attention to protecting natural resources and diversity of creatures, the control of pollutant discharge, and keeping the balance of global natural ecosystem.This article widely presents the problems of our natural resources exploration, utilization and protection. It points out natural resources protection besides the apparent inconsistency between utilization and protection, the destructions of natural ecosystem, the increasing pollutant discharge, the way of economy growth and marvelous serious waste. It makes natural resources protection be besieged on all sides.The problem how to protect natural resources effectively and realize sustainable development is to change the way of traditional economic growth, greatly develop cycling economy, rapidly construct economical resources society and solve ecology exacerbation and overused resources. It makes our economy society enter into the advantage of sustainable development.
