Research On Natural Resources Management In Liangshan Prefecture

Natural resources and environment are the material basis for human survival and development and an important source of means of production and living in human society.In recent years,the rapid development of economy has led to the over utilization of resources,the continuous deterioration of ecology and the destruction of the environment.The losses caused by the deterioration of the ecological environment have exceeded the benefits of unilateral economic growth for a long time.It has become an urgent task to correctly handle the relationship between economic development and the construction of ecological civilization,jointly promote the reform of economic system and mechanism and the construction of ecological civilization system and mechanism,and reverse the deterioration trend of ecological environment.Exploring the establishment of natural resource management is a major decision and deployment of the Party Central Committee and the State Council to strengthen the construction of ecological civilization system and mechanism in the new period.Based on the perspective of natural resource management and the exploration of the preparation of natural resource balance sheet,this paper studies the natural resource management of Liangshan Prefecture.Firstly,by expounding the research background and significance,this paper summarizes the research status at home and abroad,and finally introduces the research ideas,research contents and research methods of this paper;Secondly,it mainly defines the core concepts of natural resources,natural resource management,natural resource assets,natural resource liabilities,natural resource ownership and natural resource net assets.Through the analysis of natural resource value theory,public goods theory and national governance theory,this paper provides theoretical support for the research of this paper,and studies the current situation of natural resource management in Liangshan Prefecture.By summarizing the general situation and utilization status of natural resources in Liangshan Prefecture,this paper expounds the natural resource management system of Liangshan Prefecture,and makes a trial compilation and analysis of the natural resource balance sheet of Liangshan Prefecture;It also analyzes the problems and causes of natural resource management in Liangshan Prefecture.This paper mainly analyzes the problems existing in the natural resources management of Liangshan Prefecture from the aspects of the significant impact of the development of natural resources on the ecological environment,the low efficiency of sustainable development and utilization,the lack of effective natural resources monitoring and supervision mechanism,the poor internal coordination of natural resources management organizations,and the difficulty in promoting the preparation of natural resources balance sheet;This paper deeply analyzes the reasons from the aspects of not forming the concept of natural resource management to meet the requirements of ecological civilization,the system of natural resource asset property rights to be improved,the natural resource management mode of Liangshan Prefecture Government has not been changed,the imperfect natural resource management system and operation mechanism,and the lack of legal guarantee system related to natural resource management.Finally,the countermeasures to solve the problems of natural resource management in Liangshan Prefecture are put forward.Mainly from establishing the concept of sustainable development of the unity of ecological benefits and economic benefits of natural resources;Establish and improve the natural resources management system with the balance sheet of natural resources as the core;Optimize the comprehensive management mode of natural resources;Improve the management system and operation mechanism of natural resources;This paper puts forward some countermeasures to solve the problems of natural resource management from the aspects of constructing the legal guarantee system of natural resource management.
