WebGIS is the future developing direction of the geographical information system. It is playing an important role in the more and more field with the development of computer technology and network. And the technology of all kinds can be used in GIS field. This paper uses SVG technology, apply SVG technology to the field of WebGIS. SVG is a form of a kind of vector figure , it's advantage not only is merely displaying picture , and but also it has offered interface to users , which has enabled users to utilize SVG technology make all kinds of operations on the figure.This paper main research content of the following aspects: firstly introduces the present GIS state and development prospect of WebGIS. Then it introduces the principle of SVG technology and its various operation interface provided for user in detailed. This paper has designed a kind of design system model based on WebGIS and of SVG technology, this model implements the technology by using GIS principle and the function of GIS data access and manage. The model does not use the second development, but researches it completely from the bottom of GIS, and it displays completely models of GIS system. In detailed argumentation function of this model, divides the module for the model, analyze the relations and functions between each module; this paper have implements the design based on WebGIS system of this model as last.By using the WebGIS system model and system structure based on SVG technology, this paper has designed and implemented one WebGIS basic platform and one WebGIS instance. This system adopts C# development instrument, has utilized ASP.net technology, and has used Web service. This project has used the popular application development instrument, which present the advance of technology and design. And this project has adopted completely the XML data format while transferring data in models. Standard format having ensured uniqueness and unitarily in data transfer, and XML are also a web data standard.At last this paper develops a WebGIS system, implements the function display GIS figure by using SVG format, and provides the basic operation on GIS figure. It proves the validity and rationality of this system.
