Research The Legal System Of State-owned Forest Resources Management

Forestry is an important component of China's state-owned forest, that plays an important status and role in China's social and economic development in China's construction and forestry. In the planned economy period, for the state's monopoly of natural resources, and to grab natural resources to accelerate the development of the national economy as a whole, it formed a institutional arrangements which based on "nation" proprietary systems and unified logging enterprises mainly. The state forest at both social burdens and ecological obligations, both historical problems and responsibilities for the special characteristics of such institutional arrangements and forestry. Also developed many issues: a low state forest system operating efficiency, resource management is extensive, difficult recovery of forest resources, slow forest economic development, forest workers are living in poverty. Forests still lack the capacity for sustained development of innovative and dynamic, the state legal system of forest resources management deficiencies still exist.In this article, the author first introduced the fundamental problems of the legal system of China's state-owned forest resources management. For a detailed account of the history of the legal system of China's state-owned forest resources management, it reflect the different historical periods in the stateowned forest resources management situation, then, the author passed inspection, explained the current state of China's legal system in forest resources management situation and identify its property management, logging and consumption management, and other legal deficiencies aspects of business management and. Next, through analyzing the foreign practices in the field of management of state-owned forest resources, find ways to improve our management of state forest resources. Finally, the author states how to improve the management of our legal system in State-owned forest region.
