The dissertation is the sub-project of the task named The studying on irrigation quota of HeiLongjiang, which is the scientific research project of the Water Resources Department of HeiLongjiang province. We wish to approach theoretical basis for Sanjiang Plain regional waterresources sustainable using, and furnish fresh train of thought for latter compiling waterconsumption data.Sanjiang Plain are is 10.88×10~4km~2, which lied in northeast of Heilongjiang Province. After 50years' development, Sanjiang plain has become the most important commodity grain base ofourcountry. Sanjiang Plain now has cultivated area 3.51×10~4km~2, total grain yieldbeyond128.81×10~8kg, population over 825×10~4. In addition, the largest area wetland in our nationis alsoat Sanjiang Plain With socia economy developing and national grain safety reservesdemandincreasing at high speed, the requirement of water resources becoming larger than before.SanjiangPlain has become deficient in water resource, a great extent of exploit and utilization, oneof waterenvironment problem severity. This dissertation according to actual situation and problemof Sanjiang Plain, we take regional water cycle theory as supervise, in the light of social, economyandecology overall sustainable development evaluate and assign groundwater abundance. Thiswork has crucial theoretical and pratical significance to bring region superiority into full play, canensure economy and agriculture of Sanjiang Plain developing sustainable, can also solve nationalgrain contradictions between supply and demand.There are a undercultivation of well irrigation for rice has been expanding year after year oflately year. The homeostasis of groundwater resources has been destroyed because of exploiting byhuman without plan. So, the lacking of groundwater resources has been become the restrictedfactor for its development. Aiming at the main water resources problems of WuTongHe irrigationarea, such as water resources scarcity, operation ability worse and water supply guarantee ratio low,combining with the main water conservancy of WuTongHe irrigation area to operate and distributewater resources. Gaining single and joint irrigation areas operation results in different frequency, soas to realize rational distributing water resources.The main results as follows:On the basis of BP-ANN, the paper simulates the dynamic varies and forecast the varied trendand arrive at a conclusion that the groundwater level descends continually in the future. the authoraccord to irrigation quota at different guarateed efficiency through hydrologic accounting. Thepaper build up the model of simulative irrigation and drainage system, just based on this, draw theconclusion of water table fluctuation. The author analyses the random characteristic of rainfall andselects the season time series model to forecasting the rainfall on the basis of time series analysismethod The author came to the conclusion that surface water and groundwater are distributedoptimally based on model for water resource's optimal distribution.
