With the increase of population and the rapid development of social economy, the state of water resources has had a great change in our country. Flood, acid and water-short,water ecology and environment deteriorate, especialy the relative lack of water resources,have already become the main factors that restrain social economy development. The optimal alocation of water resources is an effective way of solving the problem. So the study on optimal alocation of regional water resources is important and meaningful to the sustainable development of society, economy and environment. The research on the optimized alocation of water resources, which is to improve the use efficiency, realize the sustainable utilization of water resources, and help the sustainable development of society economy, is the primary task of our country's hydraulic work in the 21 century.At the end of 2003,Jincheng city decided to carry its second water resources appraisal and its water resources general layout according to the unitive dispise of Shanxi province.In order to insure its sustainable development of economy and environment and its sustainable utilization of spring karst groundwater resources,it is necessary to carry the study on karst groundwater resources of Sangu spring basin,this can not only afford reliable data to utilize and protect the karst groundwater resources rationally,but also has an important practical significance .In this dissertation, the research present situation about water resources optimization is concluded and discussed. The optimal allocation model of water resources facing sustainable development is built up. In the end, the water resources optimization model is certified taking Sangu spring basin for an example. Basing on the indexes, water demands in life, and industry are anticipated with the ration predictions. this paper establishes the multi-objective model of optimized alocation of water resources. On the basis of analyzing characteristics of large-scale, multi-objective, nonlinear of the allocation model and their concerning solution, which can enhance the theory research of large-scale multi-objective optimization and expand the new applicant fields of GA. The output results of the optimization model are analyzed and the reasons of water shortage of Sangu spring basin are pointed out, and some measures to water shortage are also given.
