In resource management, socio-economic activities and daily life, more than 80% information about which people concerned is relative to spatial location. People want to know their geographical information anywhere, anytime. With continuous development of the wireless communication technology and popularity of mobile terminals, and with the application of WAP, GPRS, and other technologies, it is possible to integrate wireless communications technology into GIS and the Internet, then to create a new technology - mobile GIS. In current mobile GIS applications, there are many technical issues to be resolved. Therefore, in-depth research on the technique and platform of mobile GIS is of theoretical importance and broad prospects.This thesis focuses on key techniques and prototype system of mobile GIS along a main line "Technology - Prototype Construction - Application ". Firstly, the thesis outlines the research status and theoretical basis of mobile GIS; Then it does a in-depth research on the architecture and key techniques of mobile GIS: Based on the comparative analysis of related architectures of mobile GIS, a new mobile GIS architecture is put forward, which is combined with the mode of C/S and B/S; The thesis analyzes the spatial data model, and uses a mode integrated with vector-mode and grid-mode, and makes a object-oriented design; In the thesis, we organize and manage the spatial data with a layered structure, which has a lot of advantages, such as good layered, easy for storage and management, and efficient in query; It carries on route analysis with a short-path algorithm; By establishing a buffer pool and a database connectivity pool, it resolves load issues of application server, to make it run stably and efficiently.Then, the thesis constructed a prototype system of mobile GIS, and with techniques such as COM+ Winsock, we design and implement it in detail.Finally, in practice, we develop a mobile vehicle monitoring system, based on the prototype system, with simple mobile GIS functions, such as target-location,MIS. The whole system provides a useful solution of application of mobile GIS.
