Geographical Information System (GIS), which start from 1960s, is one kind of newly-developing management and analysis technology. It contains the knowledge of computer science, geography, cartology, management as well as other majors. Its core and key knowledge is computer science, the basic technology are database, map visualization and topology. It's a technique system with processing input, output, manage, query, analysis the resources related with the geographic information and the attribute data which are to describe the characters of those resources in the real word. GIS is based on space database, combined with space database and traditional relationship database in order to make it to be capacity of multi-space information on decision-making, management, analysis and output. That's also the biggest difference between GIS and other management information system (MIS).This paper firstly introduces detailed conception of GIS, development status in and outside, composition of systematic software and hardware, fundamental theory, as well as application field. Meanwhile, it introduces the differences between GIS and MIS, which is broadly used today. At the same time, this paper briefly introduces several GIS platform developing companies and software products, emphasized to introduce several GIS software products of MapInfo, which are needed in the system development. All of these give us a background introduction and prepared for system development.As the communication optical cable system includes both object property information and geographical information, this paper import GIS into the management of campus communication optical cable system. Consider the current status and practical requirement of campus communication optical cable management, this paper first takes an architecture analysis of the system, integrates data from different departments to a formal standard format, which make them share with each other, also it designs the data model of each GIS layers and the function module structure of the system.Next this paper gives us a detailed design instruction of system function modules which need customized development. It explains the structure of these modules and process design, as well as their data structure. Finally, it introduces the prototype system realization and presentation of main functions.In the system some function modules include topology analysis. Topology analysis is an important function of GIS, so this paper does a detailed instruction of these query requirements of system topology network, and gives the suitable algorithm solutions (The algorithm improved by breadth first search algorithm). As the operation methods of MapInfo software, it designs a topology analysis algorithm base on database query, instead of the algorithm base on memory query.
