Group decision-making activity is a kind of work that creates, develops and improves knowledge and develops new application of knowledge, which includes exploration of unknown problems and unknown fields as well as the arrangement, differentiation and application of knowledge that already have had. After a group decision-making finishes, not only its own achievements are valuable, all knowledge resources it produces will contribute on subsequent scientific researches. The traditional GDSS is based on a certain specific background or method and the developed systems are available for a certain kind enterprises. Organizational decision-making process is more isolated process, lacking of the exchanges and information sharing between organizations. As the virtual organizations are temporary, the new knowledge may loss with the organization dissolution.Therefor, this paper presents virtual organization consensus building support platform and it studys three major aspects: meta-decision support, multi-attribute group decision making support and evaluation of decision.Meta-decision support, including supports to decision-makers and decision-route, the paper mostly provides tests for their own decision-makers, references of decision-route, and establishment and maintenance to decision-route.There are many multi-attribute group decision making problems in the fields of society, economy and management.These decision-making problems are mostly complex semi-structured or unstructured problems.In order to provide supports for such decision-making problems, the process of multi-attribute group decision-making is present in system. At the beginning of decision-making, we set consensus degree to determine whether the experts reached the anticipant consensus level. Attribute and expert weight are diveded into subjective weight and objective weight.Using AHP determined the subjective weights of attribute and expert.Using entropy method determined the objective weight of attribute. For getting aggregation result more accurately and quickly, the existing determination method for the objective weight of expert is improved.To judge routes and effects of organizations consensus and collect useful reference materials for decision-making of organization's own or other organizations for the future, this paper is designed a universal fuzzy comprehensive evaluation model for all decision-making.This paper established a virtual organization consensus building support system platform.Using the program technique of ASP.NET and C#, the functions that meta-decision support, multi-attribute group decision making support and evaluation of decision have been implemented. The mode of model-view-controller (MVC) is used in the process of implementing this system, which makes the system development and maintenance much more easily.
