As a basic activity of human beings,decision-making exists in politics,economy,military,technology and daily life.As the complexity and uncertainty of existing decision-making problems continue to increase,it is difficult to describe the different attributes in the decision-making process with the same attribute evaluation information.The changing actual decision-making environment,the diversity of data information and the limited thinking of decision-makers make most of the multi-attribute decision-making problems in the actual project environment risky.Therefore,the study of complex and risky heterogeneous multi-attribute group decision-making method has important theoretical significance and high practical valueThis paper presents the heterogeneous multi-attribute decision-making method and heterogeneous multi-attribute group decision-making method under complex and risky conditions and discusses their applications in the project selection of large ships.1.This paper starts with the heterogeneous multi-attribute concept,and analyzes the development status of heterogeneous multi-attribute decision making from two aspects:heterogeneous multi-attribute decision-making and heterogeneous multi-attribute group decision-making.The analysis of existing research results lays the foundation for the study of heterogeneous multi-attribute decision-making methods.2.On the basis of the existing multi-attribute decision-making methods,this paper proposes a heterogeneous multi-attribute decision-making method based on prospect theory under complex and risky conditions.Firstly,the attribute values of different forms of other attributes are unified into interval numbers and standardized.Then based on the current schedule and cost performance of the project,the deviation between the actual execution and the plan is calculated based on the earned value method to set the dynamic reference point.Then,dynamic reference points of other attributes are set based on positive and negative ideal points.On this basis,according to the prospect theory,the dynamic prospect values of the schedule,cost and technical indicators of the alternatives are obtained,and the corresponding weights are calculated by constructing the planning model,and the comprehensive prospect values of the alternatives are calculated to make decisions.3.This paper presents a heterogeneous multi-attribute decision making method considering individual psychological behavior and non-cooperative behavior under complex and risky conditions.Firstly,group decision making problems with dynamic alternative sets are aggregated into group opinions based on BORDA function and expert weights,and then the group plan ranking and temporary group decision making plan are obtained.Secondly,the degree of group consensus is measured,and suggestions for alternative adjustment are put forward on the premise of not meeting the group consensus.Considering the group opinions and individual opinions,the adjustment suggestions are re-examined and analyzed based on the prospect theory.Then,under the condition that all decision making individuals do not accept feedback suggestions,the non-cooperative management process of decision making individuals based on non-cooperative vector is proposed for the purpose of group consensus.Finally,when the group consensus degree meets the threshold requirement or reaches the maximum iteration round,it enters the scheme determination stage,selects the alternative with the highest ranking in the temporary group decision scheme as the final alternative.4.In this paper,the applicability of the proposed heterogeneous multi-attribute group decision making method and the heterogeneous multi-attribute group decision making method are illustrated by applying the two methods to the selection of ship development alternatives.
