Using the GIS (Geography Information System) software ArcView, combining the engineering visualization concerned, the paper thoroughly studies on the development manners and implementing methods based on GIS depending on the medium-term and long-term development project and the plan of the scientific project.The paper makes use of the powerful function of data storage, spatial analyzing and visualization, which is served by GIS, at the same time these functions are applied in dynamic management of the port water area, decision-making of the silting and the management of the visualization in the paper. Main content of this paper is as follows.(1)It summarizes in the paper the history of the GIS development, the application and the status quo in the port field in and abroad, and it discusses the foreground and the trend of the future GIS.(2)The method of maintenance and dynamic management in the port is put forward in this paper, and a synthesis information flatform which is overall, extended and multifunction is built based on the GIS. In this paper we further accomplish the functions of inputting and managing model data, the visualization inquiry and spatial analyzing.(3)The paper studies the combining manner of GIS, system simulation and visualization technique, puts forward the visualization technique of dynamic management system in port, which includes system skeleton construction based on the interactive visualization technique. Besides it disposes the system construction properly, and designs a more convenient and practical handle interface according to the practice of managing data of the port water area.The secondary development based on GIS is the mainstream fashion in the application of various subjects at present, and the progress in it has a tight relationship with the development of GIS, RS (Remote Sense) and visualization technique etc.. With more demand in port construction, constant improving of management and continuous development of software and hardware, numeralization, visualization and intelligentlization is one important aspect in port design, dynamic management and construction management plan in the future.
