Sea ice distributing information remains an important place in environment, resources and disaster study of Bohai Sea which is a seasonal icing sea area. The frozen sea annually in large-scale threatens sea transportation, industry and agriculture, even causes sea ice disaster. Thus, it is so significant to monitor the distribution and movement of sea ice for better protecting and reducing winter disasters. This paper, by EOS/MODIS and polar-orbiting satellite data to identify sea ice, analyzes the conditions in formation, development and melting of sea ice, also offers monitoring service for sea ice at Bohai Sea. The core of the study and conclusions are as follows:1. Collecting Bohai sea ice history data to establish the meterological condition and satellite database during it's beginning ,developing and merging. It's helpful for sea ice detection system. Using EOS/MODIS different band combination, calculate different between band 31 and band 32 and NDSI, we finally solve the sea ice area during 2002-2004.2. From statistics on meterological station winter data nearby Bohai from 1990 to 1999, we pickup some examples with obviously temperature down. We classed 500hpa situation field into 6 kinds, corresponding to different path of cold air activity. We establish 70 prediction formula by choosing 11 forecasting factors such as the intensity of upper cold and warm advection, the intensity of cold air, the intensity of low altitude front zone, the extent of temperature decreased and the speed of north wind., then interpolate to get temperature vary current. According this we can estimate the current of the sea ice.3. Establish the relationship between bright temperature and temperature. Basing modis bright temperature, according temperature prediction to forecast the sea ice boundary. With the sea ice init-field, we interpolate temperature field from MM5 into 13km *13km grid, then we can draw the conclusion how the sea ice boundary is changed, or to estimate the first or last sea ice day with the help of it temperature change and annul temperature change prediction. 4. Based on MO component of ESRI, we build a system to manage basic geo system layers, weather forecasting information , remote sensing data, to realize general geo information system and special application analysis function, Now we can monitor the sea ice dynamically and forecast in real time. This system can run alone, and easy to use.So far, this system has been mainly served as Tianjin weather satellite remote sensing. Based upon DVBS satellite data reception system built at the end of 2004, the new system has served the municipal administrations by policy service center, offered timing service on website, and satisfied Bohai Sea Petroleum Company and Shipping Company by tech-service center, which takes effects and makes social benefits.
