With the development of WebGIS, "Digital City" as a new member is also establishing and plays a more and more important role in our real life. It has been related to every aspect of our daily life. Interactions between Internet and the real world are also increasing rapidly. Methods of the mathematical modeling to the real world are various. In the " Digital City", we can convey information in the form of map sign and virtual reality through GIS, and also know what we can get from a place and where the goods we want to get is. At the same time, we can know where we are, which can help us go to the place we want and what is in the place we want through the navigation of GPS. The true value of the system in this paper is that it can provide the information of position and environment around to anybody at anytime in anyplace and foreknow the information of the place we are going to.The study contained the following several aspects:1. It sum up and analyzed the concept of GPS/WebGIS and realization form and system frame of WebGIS.2. WebGIS was analyzed at feature and structure.3. Current geographic data was processed and the paper did research on the map vectorization, authority verification of the database and disposition of the system development environment4. The paper analyzed the structure of current GPS real-time data, proposed the concrete implementation scheme base on ArcIMS and discussed the running environment and structure of the system detailedly.
