Domestic subway construction was built in 1965. As of 2008, the cities where were opened are Beijing, Shanghai, Tianjin, Guangzhou, Nanjing, Shenzhen, Hong Kong, Taipei and Kaohsiung. In the next few years, there will be many cities began to build subway system. At present, more than 10 city's subway system has the State Council approval to build.This paper selected 95 domestic subway construction accident cases in the period of 1999 to 2009, from the analysis of the data ,we found the subway accident overall trend is upward. At present, China has become the largest market in urban subway construction. Thus, in the time of full swing nationwide urban subway construction, subway security risk management should be the first priority to reduce the loss of subway accidents.Based on the many features of subway construction, this paper puts forward the idea of two kinds of risk assessment, one is WBS-RBS-based risk assessment model, and the other is accident caused mechanism-based risk assessment model.The former, based on the subway construction project RBS characteristics, describes in detail from five terms as geological risk, quality risk, cost, schedule risk, construction interface risk, HSE risk, and from which to extracts nine risk indicators as geological conditions, surrounding environment, construction management, raw materials, structural design, construction equipment, supervision and management, owners' management, electricity and fire, then according to the principle of WBS, carries out to determine the weight of risk indicators and single-factor evaluation for each sub-project, thus gets a total degree of risk attached situation of the entire subway construction project.The latter based the analysis of direct impact factors of the subway accidents and the reason of collapse accident, mechanical injury accident, height falls accident, electrocution accident, object strikes accident, lifting injuries accident, poisoning causes accident , proposes risk indicators based on "Environment - Staff - Materials - Mechanical" Four Standards level, uses triangular fuzzy comprehensive evaluation method to weight the various risk indicators combined actual case, as further, analys key risk sources and determines the comprehensive Risk Assessment value of the standard level respectively.
