In recent years, emergency have drawn more and more attention of the society. Researches on mechanism system, risk evaluation, establishment of information flat and other fields appeared gradually. The allocation of emergency resources is also an important issue and many scholars apply combinational optimization and other mathematical methods to do research from different points of focus.Taking into account of the principle of "people first" and the limitation of available emergency resources, how to allocate emergency resources in the condition of several restrictions as above, in order to achieve the best rescue effect, is discussed in this paper. Optimal models are established, as well as some cases.The main contents are as following.Firstly, the status of emergency management, especially the status of emergency resource management is introduced, as well as the basic principle of Genetic Algorithm and nonlinear programming.Secondly, the original delay time and actual delay time are defined according to reality. Emergency resources are defined into two types:rescue resources and control resources. The former directly influences the number of casualties, while the latter influences the actual delay time of casualties. Then the model of single stricken region is established.Thirdly, multiple stricken regions are considered from two aspects. One is the type of rescue resources and the one of control resources are different. In this situation, either type of resources has to be allocated among several stricken regions. The other is these two types share the common resources. In this situation, resources have to be allocated between two types, as well as among different stricken regions. Furthermore, different effectiveness of these resources and multi-objective programming are discussed. In this part, R language and Genetic Algorithm are applied to solve these models.Fourthly, as the required information cannot be completely gained, the models consider the uncertainty of original delay time and rescue time are established. A case is given and solved by R language and improved Genetic Algorithm. The situation of existence of material resource is also considered. A multi-objective programming model is established.Finally, the innovations, shortcomings and prospects for future work are summed up.
