The management of meteorological data is crucial for the study of urban climate. With the rapid development of internet technology and geographic information technology, geographic information system (GIS) technology in various fields of application also developed rapidly, especially in the application of meteorological sector has begun to appear. Meteorological service needs visual and pictorial weather information, and the huge number of the data needs modern scientific management. So it is essential for the combination of GIS and meteorological applications.In this paper, SQL Server database management system is used for data management, and ArcGIS Engine secondary development technique is used to achieve the design and development of urban climate management information system.This paper first introduces the research background, methods and content etc., then summarizes the basic concepts of GIS technology, the development process, and the applications of GIS in meteorology. The key technologies of system development, including component technology, component GIS technology and ArcGIS Engine secondary development technology are introduced. After that, the system design, functional design, database design and interface design are discussed particularly. And then the paper details the system functions implementation. Summarize the main functions of the system as follows:1)The basic map operation; 2) Data manipulation; 3)Spatial analysis; 4) Urban Heat Island analysis; 5) Cartography.Finally, the paper reaches some conclusions of the paper and prospects the further researches.
