With the progress of the modern economic development, urban quicken quickly, hence urban population are almostly centralized, fire often cause huge casualties and property losses. This primarily reason the misinformation, lingering information of fire, or the road is not unimpeded or a project that the fire-fighting dispatcher generates by hand is not reasonable, and so on, usually cause the fire is out of control effectively. The inereasing occurrences and damages of urban fires with the rapid development of cities have attached great attention in the world.On the basis of classification of space object relation descriptions and space database, the paper builds a reasonable object oriented GIS space data structure which could establish an Urban fire Portection space data modle, with the help of space database theory and collection on relative original information.With the analysis of necessity and feasibility on practical use of GIS common model in fire protection commanding and discussion of its concrete achievement methods, the paper realized enlargement, reduce, roams of the electronicmap,the glitters of map element and the display of the eagle-eyed map,the edition,inquiry,search of spatial data and the attribute data and the orientation and display of the spatial target localization,and buffer analysis function of fire rescue, while could take the advantages of powerful ArcGIS software combine the object oriented theory and be developed secondarily by the use of ArcEngine.At the same time some common applied models of City Fire GIS have been set up,such as the alarm spatial position mode,the fire resources manoeuvre model,the fire resources quick support model. And the idea of classical Dijkstra algorithm optimization by the AHP(Analytic Hierarchy Process) is firstly introduced in the paper,which could achieve the aim of best path selective function and improve the sientificity of the best path seclection , based on the analyzing the feasibility and predominance of the combination of the GIS and object position system.
