With the progress of the modern economic development and speed up of urbanization, particularly, with the increase of high buildings and super high buildings, the fire disaster often result in enormous casualty of personnel and lose property. The increasing occurrences and damages of urban fires have attached great attentions in the society. There are a lot of shortages in current urban fire-fighting work. For example, due to out-of-date technique and equipment, slow response velocity, fire-fighting superintend by hand, the fire disaster can't be handled availably on time. It's urgent demand to make a practical efficiently of system that can search all kinds of relevant information neatly, provide fleet support project and make assistant decision.By analyzing the current situation and developing tendency domestic and international urban fire-fight information system and considering the characteristic of fire-fighting in China, this thesis analyses the demands of fire-fighting emergency work, discusses and designs the Urban Fire-fighting Emergency Information System by introducing the professional geographic information management terrace GIS and making use of the ArcObjects and C #. The main works are as follows: (1) The general frame of the Urban Fire-fighting Emergency Information System is designed. (2)The database of the system including the urban basic information database, the fire-fighting safety basic information database and the safety information database for analyzing is designed. (3) The process of fire-fighting emergency command decision is studied and an experiment is done according to the system. (4) The management of the multi-rules complicated space data and the function of vivid electron map display and the special subject information search are realized. (5) The most optimized path analysis function of the fire-fighting is realized, which can strengthen the space analytical skill of the system. (6) The management function of the fire-fighting information, including increment, deletion, modification of the information is designed and realized. Once an urban fire occurs, the fire-fighting information such as a fire site and fire peripheral circumstance can be displayed in the fire-fighting urban fire-fighting emergency information System immediately, every kind of main factors like fire-fighting troops, fire-fighting equipment can be quickly synthesized, information about circumstance can be obtained, thus, it is beneficial for the fire-fighting conductor member to generate extinguishing fire project. The system is valid to make use of the fire-fighting resources with minimum price, alleviates the loss of the life and property to the greatest extent. The results indicate that the Urban Fire-fighting Emergency Information System is reasonable for the urban fire-fighting dispatching process.
