Wetland is one of ecological landscape of most bio-diversity, and most important living environment of mankind's in nature, is also the most serious ecosystem which subjected damage by human in recent history. In recent years, the speciality and importance of wetland has received worldwide attention. Monitoring wetland on the purpose of wetland protection, which has become an important wetland research area. In 2005, the "Implementation Plan on National Wetland Protection Project" marks the introduction ofwetland protection measure will be comprehensively promoted. Wetland protection project is one of important tasks of ecological environment construction in China. To monitor the implementation of wetland conservation project, it is necessary to establish a scientific and feasible monitoring system for wetland protection project. It also provides technical support for realizing the target of "National Wetland Protection project". This paper combines internal and external research situation, proposes and constructes wetland engineering monitoring sampling technique system. The system maintains the consistency with National Forest Inventory System which involves national and management unit levels. National wetland protection project monitoring system includes wetland classification, wetland sampling and statistical analysis. Project level of wetland protection project monitoring system includes type of construction, monitoring objectives, sampling design, special investigations and statistical analysis. The paper takes Xixi wetland in Hangzhou as an example of wetland protection project, focusing on the theory of variogram and remote sensing, based on the second level of algorithm of kilometers grid, which concluded the third level of system sampling algorithm. The remote sensing image data of the study area are used for selecting the best band combination and multi-source remote sensing images fusion pretreatment. In the method of wetland information extraction, a combination of the traditional supervised classification and unsupervised classification of hybrid classification method is adopted to extract the land use information of study area, and analysis of Xixi wetland landuse change from 2000 to 2009 is carried out. The result shows that landuse in 9 years in the study area has dynamic characteristics: wetlands, construction land and unused land area increased; farmland area decreased significantly; forest area changed a little.
