With greenhouse gas mitigation is getting more urgent today, the power industry, as a high energy-consuming industry, has brought higher greenhouse gas emissions. Henan, as a populous province, has more and more power demand with the steady and high-speed development of its economy, which then leads to the higher and higher energy consumption and greenhouse gas emissions. Therefore, it is significant to research on the emission-reducing potential of power industry in Henan Province. Based on the background, this paper adopts scenario analysis and LEAP (Long-range Energy Analysis Planning System) to study the emission-reducing potential of Henan power industry.Firstly, the relating policies and annual energy consumption is collected through the investigation and survey of Henan power industry. Based on the survey, the power structure and main policies in Henan Province are summarized.Secondly, it establishes the "Greenhouse gas emission-reducing potential analysis based on LEAP in Henan Power industry" model which is from year 2005 as base year to year 2020. Three scenarios are setting based on the current situation of Henan power industry and they are baseline scenario, technology priority scenario and renewable energy priority scenario. The greenhouse gas emissions under each scenario could be calculated separately. The model results show that the greenhouse gas emissions are decreased greatly in technology priority scenario and renewable energy priority scenario compared with baseline scenario which indicates the high emission-reducing potential in the power industry of Henan Province.At last, it gives some policy advice to the power industry in Henan Province. At present, Henan should improve the efficiency of power industry by capacity expansion of the traditional thermal plants and reinforce the implementation of "keep and promote the large and hold or close down the small". That is, the installed capacities of current power plants should be enlarged and small-scale equipments should be phased out of the market.In the long run, Henan should make more efforts on the technological innovation, for example clean coal technology, renewable energy resources utilization and so on.
