With the rapid development in the last decade, a large number of petrochemical enterprises have been becoming the pillar industry of China's economy, which reflects the nation's comprehensive strength directly. However, because of lack of planning and blind pursuit of economic efficiency, there are many negative phenomena such as low quality, slow replacement and overloading of equipments, and even illegal operations in this industry. As a result, the potential safety hazards and environmental risks largely exist during the process of production and management, and it may seriously threaten human health and ecological safety.Therefore, it is extremely necessary to construct a universal supervision and prevention system for different regions on regional major hazard installations for dangerous chemicals. By using the system, the goals, including the control of regional major hazard installations for dangerous chemicals, the reduction of sudden environmental pollution accidents and production accidents and the protection of human rights and environmental safety, can be achieved.According to the theory of environmental management, risk assessment and chemical management, we analyzed the characteristic of hazard installations. And we further analyzed its supervision and prevention factors comprehensively by adopting the method of Analytic Hierarchy Process (AHP). This work provides the theoretical basis and further support for monitoring and prevention system. The results show that the most important environmental risk factors are the risks of substance, installation and leakage.Based on results, we investigated the emergency demand of government and the assignment of function and analyzed the guarding system, emergency system, management system. And accordingly we proposed a supervision and prevention system on regional major hazard installations for dangerous chemicals which is suitable for China's administrative system. It is a management system for the whole process of emergency prevention, not only for chemical prevention. We chose Dalian as the case of empirical study, the supervision and prevention system on regional major hazard installations for dangerous chemicals was set up by analyzing the emergency rescue of Dalian Environmental Protection Bureau. Meanwhile, these theories have been used in the real cases such as the completely designing and operation of the system on Dalian. And the level of chemical management and emergency has a huge improvement, which largely meet the government and citizen needs.Through the application of the chemicals management and the design and operation of the monitoring system of major source of chemicals of Dalian, the emergency response system is simplified. The responsibilities of related departments are clear. The efficiency and quality of chemicals management is improved. The process of digital surveillance is promoted of Dalian. And it is of certain reference value for other similar cities in chemicals'digital monitoring and prevention.
