Research On Emission Trading Barriers And Legal Measures Of The CZT City Group

The rapid development of social productive forces and science and technology are not only promoting human transformation of nature's ability to continue to enhance, but also highlighting the contradiction between economic growth and environmental protection. Practice shows that both environmental laws and policies can maintain economic growth while protecting and improving the ecological environment. Including emissions trading, which allows sewage enterprises to acquire the license of environmental resources to free trade in environmental law and policies, can well balance interests between economic development and environmental protection and are conducive to the enterprise and the environment.Since CZT region has implemented the reform and opening-up policy, economic development is getting more and more rapid, and people's living standards are greatly improved. At the same time, environmental pollution is worsening. Environmental problems have become the prominent factors to restrict the rapid and sound economic development, and endanger the opening and human health. How to overcome the negative effects of economic prosperity, and achieve both economic development and environmental protection, and improve the efficiency of pollution control, have become an urgent problem to be solved.It should be noted that emissions trading in the City Group building is likely to face major problems: the lack of Urban Agglomeration of the legal basis for emissions trading; City Group emissions trading property rights system disorders; the lack of effective monitoring of emissions trading group; City Group does not regulate emissions trading market. Five-point proposal: First, lay a clear legal basis for emissions trading. Second, establish the property rights system of emission rights. Third, establish clear and efficient regulatory system for emissions trading. Fourth, build a mature market trading mechanism. Fifth, support measures to improve emissions trading. This paper is to put effective measures at home and abroad, and provide the reference for the full implementation of emission trading policy of City Group in China.
