Water environmental capacity is an important indicator to coordinate economic development and environmental protection. The number of water environmental capacity is closely related to the hydrological data, so the water environmental capacity has the dynamic characteristic. As a kind of natural resources,water environmental capacity has been used freely for a long time while the economy and society developed quickly. The more water resources are exploited, the more problems of water resources scarcity are indicated. So, the study of environmental capacity value is really important.Firstly, Harbin section of Songhua River was studied in this paper. chosing COD, ammonia nitrogen and phenol as characteristic factors,the dynamic model was built up and the ideal water environmental capacity and the actual one were calculated by using the two-dimensional section-end water environmental capacity model.In order to use the Harbin section of Songhua River's water environmental capacity more fully and reasonably, The Results of the ideal capacity were: the section of Lalinhe-Zhushuntun, COD 13.3×104 t/a, NH3-N 4017 t/a, phenol 26.8 t/a; The section of Zhushuntun-Dongjiangqiao, COD 2.19×104 t/a, NH3-N 1897 t/a, phenol 105.8 t/a; The section of Dongjiangqiao-Dadingzishan, COD 15.4×104 t/a, NH3-N 7441 t/a, phenol 27003 t/a; The section of Dadingzishan-Yilan, COD 24×104 t/a, NH3-N 9736 t/a, phenol 7.4 t/a. Results of actual capacity were: the section of Lalinhe-Zhushuntun, COD 13.3×104 t/a, NH3-N 4017 t/a; The section of Zhushuntun-Dongjiangqiao, COD 0.6×104 t/a, NH3-N 290 t/a; The section of Dongjiangqiao-Dadingzishan, COD 4.7×104 t/a, NH3-N 3466 t/a; The section of Dadingzishan-Yilan, COD 34.2×104 t/a, NH3-N 13768 t/a.Secondly, To meet the water function, the reduction and total control programme were put forward on the water function of the Haerbin section, in accordance with the ideal and the real capacity. The result shows, the emission of COD and NH3-N in Hejiagou were 4627 t/a and 1052 t/a; the emission of COD and NH3-N in Songbei were 1401 t/a and 230 t/a; the emission of COD and NH3-N in Majiagou were 13539 t/a and 2256 t/a. Lastly, On the basis of the actual capacity, the Harbin section of Songhua River's value was caculated by value appraisal mode. The result shows, the sewage treatment costs saved by environmental capacity is 1.025 billion/a, and the economic efficiency produced by the capacity is 9.417 billion/a. The totle benefits is 10.442 billion/a, which is really considerable.
