This article research into the water quality in the Huaihe River Bengfu section,including the source of pollution, the pollution characteristic and the water environmental capacity.According to the water quality monitor reference in 2004,the evaluation of the organic matter pollution, fuzzy mathematics and matter element analysis should be used. Though these three methods, when the water has been polluted seriously, the conclusion of them is consistent. The result indicated that the main pollution target of this section is permanganate index, five days' biochemical oxygen demand and ammonia nitrogen. The river is divided as the dry season, the normal water season, and the abundant water season. According to the appraisal of different water time to the pollution condition of this section, the good rate of water quality accounts for 33.3%, the serious pollution rate accounts for 66.7%,which indicate mainly that water in this section is polluted seriously in dry water season. According to this section of rivers' hydrology characteristic, the one-dimensional stable state model is selected to carry on the water quality simulation. We definite the parameter by the achievement studied before. On the basis of different district, the main pollutant CODcr, BOD5 and the NH3-N are commutated on different condition--monthly current capacity series 90%, 75%, 50% and the driest month series 90%,75%.The result: By monthly current capacity 90% guarantee, the water environmental capacity's CODcr is 100.6t/d. BOD5 is 61.1 t/d, NH3-N is 14.3t/d;By monthly current capacity 75% guarantee, the water environmental capacity's CODcr is 273.5t/d. BOD5 is 152.4t/d, NH3-N is 36.6t/d;By monthly current capacity 50% guarantee, the water environmental capacity's CODcr is 634.4t/d. BOD5 is 337.3t/d, NH3-N is 82.4t/d;By monthly current capacity 90% guarantee in driest month, the water environmental capacity's CODcr is 30.2t/d. BOD5 is 20.9t/d, NH3-N is 4.8t/d;By monthly current capacity 75% guarantee in driest month, the water environmental capacity's CODcr is 55.1t/d. BOD5 is 35.0t/d, NH3-N is 8.2t/d.The achievement of this research will be able to provide the scientific basis on reducing the quantity of pollutants dumped by the source of pollution as far as possible and the cost of administratement and completing the quantity optimization control on dumping pollutants.Meanwhile,this research provided the direct scientific significance to Bengfu's industry layout, the industrial structure adjustment, the establishment of "eleven five" policy and the economical sustainable development.
