In this paper, the method of strong ionization discharge with the dielectric barrier is applied to produce high concentration , high energy electrons , which make 02, N2, H2O molecules ionized and make activated particles such as OH, O, HO2, CT and so on dissociated. Because of these activated particles , SO2 is oxidized and H2SO4 is produced , and then stable solid particles (NH4)2SO4 are formed by the thermal chemical reaction between NH3 and H2SO4. Finally (NH4)2SO4 is collected in electrostatic precipitator (EP). With this method , the rate of SO2 removal and the rate of SO2 collection is up to about 90%, 88 % respectively and a difficult problem on the removal of SO, and NOX with dry scrubbing gas is solved. Once investment is decreased greatly ,and the expenses for additive NH3 and electricity are offset by the profits of the collection ammonium salts. At the same time, the process of the thermal chemistry on SO2 removal with NH3 as well as the effect of humidity, NH3/SO2 mol ratio and temperature on the collection efficiency of ammonium salts are discussed in the paper.
