Mineral resources are non-regenerative resources, and have played unsubstitutable role in social production and development. The plan of mineral resources exploitation and utilization has a very important significance for maintenancing sustainable development of mineral resources. Research on the principal objective and strategies of mineral resources development is one of important issue on the plan of mineral resources exploition and utilization .This paper designed the evaluation indicator system, set up a decision hierarchy model, estimated the relative weights of decision elements. By using Analytic Hierarchy Process, the prior mineral resources of the HECHI city is obtained by aggregating the relative weights of decision elements. Due to the limitation of the grey system GM(1,1) model in predicting the principal objective developing mineral resources, this paper puts forward for the improved GM(1,1) model. At the same time, the software of the plan of mineral resources exploition and utilization is developed in Visual Basic. The software can evaluate the mineral resources and predict the principal objective of mineral resources development . The results show that lead> zinc> limestone and antimony are the priormineral resources of the HECHI city, coaK manganese^ tin and gold are the inferior mineral resources of the HECHI. The principal objective mineral resource developing which is 10.06% average annual increase rate from 2000 to 2005 in HECHI city was obtained , this predited result was feasible and practicable. At last the strategies for mineral resources exploition are put forward for the city of HECHI.
