Study On Comprehensive Assessment Of Green Town Based On Grey-analytic Hierarchy Process

Since the reform and opening up, China’s urban construction has made greatachievements. Urban per capita disposable income has increased over70timescompared to the beginning of reform and opening up. people’s living obtain steadyimprovement while our Education, health, science and technology, military and so onall have made remarkable achievements. However, to achieve such success, we paid aterrible price: Resource depletion, environmental degradation, traffic congestion andbuildings’ indiscriminate demolition of unauthorized construction occur frequently.Therefore, in the early days of the new rural construction, Our government draw lessonsfrom the experience of urban construction, proposed to build a new "production,affluent life, rural civilization, clean and tidy village, democratic management" socialistcountryside. Thus the term "green town" appears. The construction of green town worksaround production green, building green, living green, environment green, planninggreen, technology green which responses to the call of the new rural construction.Currently, the construction of green town in china has been launched in the wholecountry. But how is it now? What method should we use to evaluate its effects? Untilnow we have no ideas. Therefore, on the basis of analysis the existing comprehensiveevaluation methods of regional development, this article builds the assessment modelwith the methods of Factor decomposition, Grey Correlation Analysis and AHP so as toevaluate the green town.The basic principle of the model is that: firstly, establish the evaluation indexsystem of green town by factor decomposition method and statistical analysis method,secondly, calculate the index weights by Optimized AHP, thirdly, obtain the results withGrey Relational Model. Then reference to the relevant results of research and domesticsituation of towns, this article establishes a rational evaluation level, according to thelevel, we determine the rating scale. The model’s thought of design is to use the model tocalculate the degree of association between the target and the ideal object, assess thetown’s the level of development, analysis the possible reasons and then giverecommendations for further development. The advantage of this model is: GreyRelational Analysis is an objective method while AHP is a subjective method,combining the two method, we obtain both the experts’ opinions and the objective data.Furthermore, this method can not only evaluate the status of the villages and the development trend of recent years, but also can analysis the factors that influence theeffect of green towns.Finally, to prove the model’s practical value, this article use X town which belongsto Heilongjiang province as the example. On the basis of the actual survey, this articlecollects relevant data and then uses the model to get the results. The results show thatthe assessment model not only can get the town’s grade, but also can analysis the relatedfactors that influence the effect of green town’s construction and then giverecommendations for further development.
